Program fuser requires full tcp triple (local_port,remote_ip,remote_port) to
track outgoing tcp connections.

The command below reports nothing even when outgoing nntp (119)
connection does exist:
  fuser -uv -n tcp ,,119

According to discussion at news:pl.os.linux.sieci (*.networks) the above
"command with wildcards" works on sarge (pmisc-21.5-1).
