This patch just changes references to "/usr/share/doc/pgp/keyserv.doc" (which no longer exists in any Debian package) to point at the NM Stage 2 page http://www.debian.org/devel/join/nm-step2 which happens to cover submitting to keyservers.
The common.ent hunk will break the translations, you might want to skip that one.
