Unfortunately I have no idea of tcl, so I cannot be of much help here.

I did however some tests. Since one of the contributions (by schwarzenberg)
at the tkcvs bug report suggested setting TZ to EST (Eastern Standard (Brazil))
I tried

$ TZ=EST tkcvs

and it works, as well as for other timezones that are "to the left" of
Greenwich in the same day, that is those having (TZ=GMT+[0-9]). Note that
this problem appears for all that are (GMT-[0-9]), including 0, so even

$ TZ=GMT+1 tkcvs

works. This explains why people from the USA did not complain about this.

Not a fix, but at least I now have a workaround to have tkcvs started.
