OK, well, I'll mark this unreproducible -- it doesn't happen for me in xterms (I even tried duplicating your locale settings, but no luck). Here's another thought: could you have terminfo/termcap settings from another system hanging around? E.g., is the variable $TERMINFO set to anything?
