You are right. There's a version on Alioth (v4.6.0+cvs20060930-2) where latex-cjk-chinese only Suggests: the Arphic font packages. I'm in the process of uploading an even more recent CVS version, and will be uploaded to Debian/unstable as soon as I can. http://chinese.alioth.debian.org/latex-cjk/ In version 1.16 of the Arphic fonts, I will also completely remove the dependency of the Arphic fonts on latex-cjk-chinese; it's not absolutely necessary to have latex-cjk-chinese installed in order to install the fonts.
