but it turned out that it's hard to find a useful way of doing it.

There is still the possibility that those threads are too pessimistic
and someone can come up with a useful set of tags.  If you (or anyone
else) would like to try it, you can do it by creating a custom tag
source as described in:

  http://debtags.alioth.debian.org/faq.html
  (under "Can I create my own set of tags and add them to all the packages I 
want?")

The resulting tag database can be made accessible as a tag soucre for
anyone using debtags by putting the tag and vocabulary files online as
tags-current.gz and vocabulary.gz.  For example, the two URLs:

  http://debtags.alioth.debian.org/tags/tags-current.gz
  http://debtags.alioth.debian.org/tags/vocabulary.gz

Yield the debtags tag source:

  tag http://debtags.alioth.debian.org/tags

That can be put in /etc/debtags/sources.list.
