Hi Martin I am sorry that I am getting to this issue with such a huge delay. I am not sure if you have any additional details on this bugreport, since I don't quite understand what has happened and why it kept reinitializing the rules: if by any chance you can provide me with at least fail2ban log file (and iptables -L) if you have them left or can reproduce the bug.

The idea of fwcheck is that if it fails, it means that the state of
firewall was changed outside of fail2ban, thus it is not safe to operate
any more and it is better to reinitilize all the rules.
