Removals from unstable aren't release- or time-critical. Hence, regardless of the maintainer or package's status, there needs to be an RC bug assigned to a package that has issues that should keep it out of the release so that the release team can track such issues properly. Doing so with this message. I've unmerged one of the duplicate bugs against ftp.d.o since debbugs apparently won't clone a merged bug.
