I was looking for some inkscape bugs on the BTS and saw that bugreport
that I could have filed, but, as well as many others, I've no clear idea
to distinguish between Recommends: and Suggests: here. The use of the
extension is direct: be clicky twice, so a Recommends: is possible; as
well a Suggests: is, since it's clearly stated to be an `Extension'.

Maybe you might want to apply the following idea: patch (debian-side)
the warning/information messages to display that the user is required to
install the `python-xml' (or other...) package(s) to have this extension
working, that's why it was put as a `Suggests:' dependency. This way,
the user is told exactly what to do (e.g. `Please install the
"python-xml" package to have this extension working') and maybe how to
achieve this (e.g. `You can use synaptic, apt-get, or aptitude to do
so'), but I found that a bit overkill.
