I am surprised that you consider #379216 and #395146 to be about the same bug for these reasons:

#379216 is supposed to be closed
#379216's submitter refered to upstream #129707 and http://lists.debian.org/debian-user/2006/06/msg02451.html, which are definitely not about the same problem as #395146 #395146 is AFAIK a kdelibs 3.5.5 regression, while #379216 was present in 3.5.3 #379216 doesn't mention "Error message received from manager: client-error-bad-request"

The only big similarity is the fact that commenting /var/run/cups/cups.sock line workarounds the issue.

Is your idea that this bug would have been fixed, then reintroduced in 3.5.5?
