Please consider first uploading a new version of giflib 3 with the patch
I submitted for #395382, for the reasons below.  Of course, if this was
already your plan for the first giflib upload, disregard this email :-)

Granted, #395382 would also be fixed by uploading giflib 4.1.4.
However, the required soname change would make the fixed package be
stuck in NEW for a while, and also a giflib4 package wouldn't
immediately help people who have locally built apps linked against
libgif.so.3.
