Despite being apparently linked against libwrap, the server is not honoring entries in hosts.deny. I tested this: added 127.0.0.1 to hosts.deny, ssh localhost, it allows the connection. I am using DenyHosts (which provided the above test suggestion). It automatically adds dictionary attackers and other jerks to hosts.deny, and it is currently ineffective.
