Bug#395440: please remove explicit dependency on python2.3

  * Update package to the last python policy (Closes: #373453):
    + use dh_pysupport.
    + only build for python2.3 since build system does not supports anything
      else.

Please remove that dependency; we try to drop python2.3 from
testing/unstable.
