retitle 394809 download files not found via APT

I got confused; what I meant is if you download from an unofficial
archive, the orig file might not be there (for -2 packages). In that
case, it would be nice if dget would engage APT to download it.

I realise this is debateable, since technically I should have the
orig in the archive. However, for NMUs and the like, especially when
testing, this is often just not so important. That's why "it would
be nice".

Example workflow:
  create package on i386
  upload to private archive
  upgrade & test

  login to amd64
  dget -x .dsc file from private archive
  build & test

That dget often fails, so I have to run the APT thing manually.
