I don't agree, to me Voikko seems currently very much usable. Please try it more thoroughly. If you really think it's not decent as you say, please raise the issues at hunspell-fi.org's (ie. Voikko's) mailing lists - I haven't seen anyone suggesting something what makes it not usable for practical work at its current state. Quite contrary, a lot of people are already using it. It's not perfect, but it's good enough (if my memory serves correctly, it is already better than whatever commercial Finnish spellchecker there was in MS Word) and getting better.
On the web pages, it is said eg. "Current version (1.1) seems to work fine, there are no known important bugs left. It will accept some inflections that are either incorrect or no longer used in modern Finnish. This is rarely a problem during actual spellchecking, but it may occasionally result in some strange suggestions for incorrectly spelled words.". This said, many improvements are already in the SVN, too.
