They are needed by certain users of Emacspeak during runtime, if they own the DECtalk Software(R) speech synth. > but if not they should not be shipped with the binary package. THey should be shipped with the binary package, since they can not be compiled to binary by the build system, since they use a non-free header file that debian does not have.
