This is a feature, and the initscript does exactly what is intended.
Read the mount manpage carefully.

If this results in your filesystem not being mounted at all after boot,
it is a bug in some other package (one which should mount this type
later).  For instance, the initscripts package ships the file
/etc/network/if-up.d/mountnfs which mounts all nfs filesystems, and also
all those marked with the _netdev option.

Parhaps you forgot to specify _netdev for your filesystem in fstab?
