Hi,

sometimes it is required to start the dhcp3 server not at boot time, but
only if a particular network device is brought up (e.g. plugging in USB 
network devices).  

For such cases /etc/init.d/dhcp3-server should not start any daemons,
and thus the INTERFACES list in /etc/default/dhcp3-server remains
empty. However, the script still tries to start the daemon with an
empty list and produces an ugly error message.

If no INTERFACES are given to be served at boot time, the script
should silently do nothing.
