sometimes it is required to start the dhcp3 server not at boot time, but only if a particular network device is brought up (e.g. plugging in USB network devices). For such cases /etc/init.d/dhcp3-server should not start any daemons, and thus the INTERFACES list in /etc/default/dhcp3-server remains empty. However, the script still tries to start the daemon with an empty list and produces an ugly error message.
