Disabling Scroll Lock is a bad idea because some messages are only seen 
when they are likely to scroll off the screen. E.g. Bug#21758, "so 
unless you watch the long list of filenames which scroll up the screen 
at a reasonable rate, you don't know that these packages are not on the 
system." Consider also that dselect should be usable on a default 
terminal which often has only 25 lines, exacerbating the scroll-off 
problem.
