If CONFIG_HOTPLUG is defined then /proc/sys/kernel/hotplug is supposed
to exist.
I do not know what you did to your system, but I do not believe that
this is the result of a bug in the udev package.

Thanks for the tip, I may have made a mistake when compiling the kernel.
May I suggest changing the message to "udev requires /proc/sys/kernel/hotplug"? This will make it obvious that the problem is with a file, not some missing package.
