Is this true even for modern home machines?

If so, why is it true?

Personally, I don't mind slow shutdown. I can just walk away while I
am waiting for shutdown. My PC shuts itself off after it is done
stopping all services et cetera. But slow startup is much worse for
me. I want to check my email, but I sometimes have to sit and wait for
the machine to fsck before I can do so.
