Actually, the use of mknod directly is normally considered RC, per <http://release.debian.org/etch_rc_policy.txt>. In this case it's not RC, because MAKEDEV doesn't know about /dev/lirc and therefore can't be used to create it. So I'm reassigning this bug to both packages for resolution, and leaving it at non-RC severity.
