With 'dpkg-reconfigure cupsys' you can choose backends. Selecting 'serial' when asked will set the protection to 755 as you did by hand. Serial printers are the minority now a day. AFAIU enabling serial backend, makes cups probe for serial printers. So disabling by default makes sense as a default for most of the cases (IMHO). Hope this help.
