OK, so after a 'modprobe fuse', it works fine. I don't know what the $DEVPATH is for running udevtest as per the first comment on that bug, and there's no failures in daemon.log. Obviously, restarting udev is not going to help since I installed fuse-utils a long time before installing udev.
