I missed the wishlist items for netbase that leads to the history of this problem. You are working on the problem already and once openbsd-inetd is released for Hurd the dependency problem will go away. netbase is still being used. I found that you have openbsd-inetd in the buildd queue (is that right terminology?) and once it passes the problem should be solved.
