Manpages for lspci and setpci both point to non-existing file 
/usr/include/linux/pci.h :

~$ ls -l /usr/include/linux/pci.h
ls: /usr/include/linux/pci.h: No such file or directory
~$ locate pci.h
~$

man lspci:

"The exact meaning of these data is not explained in this manual
page,  if you  want  to know more, consult /usr/include/linux/pci.h or the
PCI specs."

man setpci:

"See PCI bus specs for their precise meaning or consult
/usr/include/linux/pci.h for few comments."

Also, the phrase "for few comments" above should be corrected or
removed since it is meaningless.
