fvwm-crystal menu-method include outputencoding="ISO-8859-1"; However current version of fvwm-crystal seems to read the menu in the locale encoding so the correct value is outputencoding="LOCALE"; This bug cause the menu to be displayed incorrectly under UTF-8 locales which are the default for Etch, so I set the severety to important. Also I would suggest you change the menu font to a font that cover CJK character set so it is displayed properly under zh_CN and ja_JP locales.
