No, but it is a serious one in the assessment of the security team and the
release team.  Patches that are specific to 2.6 kernels less than the
version included in the release are not candidates for release.  Stable is
not intended to be a kernel patch distribution system, so there's no reason
to include a kernel patch in stable that can't be used with stable.
