I have Etch installed on a Dell Optiplex GX520.  It works without
problems most of the time, but on 2 separate occasions upon startup it
has returned the error 'IFUP cannot open the
file /etc/network/interfaces' (or similar - I can't access the log
because I erased my hard drive afterwards); and from that point on the
device 'etho0' refuses to activate.  When using the GUI network setup
controls, clicking on 'activate connection' does nothing; there is no
error message detailing why the connection can't be established.  I am
also unable to activate the connection from the command line.  The
file /etc/network/interfaces did not look like it had the wrong settings
(it was the same as a colleagues file that worked perfectly, using the
correct fixed IP address and router settings etc), and the file
permissions were normal.  The only way to fix the error is to re-install
the system.  At the moment I am preventing the error recurring by
leaving my computer on at all times!

I looked on the Debian website but could not see any reports of this
bug.  Have you heard of anything similar happening before?
