They were not there in sarge. But I think there was a version in etch and sid soon after the release of sarge where we put loads of files into etc (because you have to change the map file if you want to enable partial font inclusion only for certain fonts). Later they were removed. We check for known md5sums, and if the files are not altered, they are removed.
