I just tried to reproduce this bug, but can't. Steps taken:
$ apt-get source python-elementtree
$ cd elementtree-1.2.6
$ fakeroot dpkg-buildpackage -us -uc -sd
$ dpkg -c ../python-elementtree-doc_1.2.6-9_all.deb|grep pyc
$ dpkg -c ../python-elementtree_1.2.6-9_all.deb|grep pyc
I also unpacked the resulting package and searched all contained dirs
and scripts again, with the same result.
So, please prove that the bug actually exists.
The bug certainly exists. Here's the proof:

From your experience, It may be possible to fix this bug with simple
rebuild binary NMU. But the bug exists.
