I use epstopdf in a setuid script (backend for cups, needs access to
some directories), and get the error above.
Solution was to add the line
$ENV{"PATH"} = "/usr/bin:/usr/sbin:/bin:/usr/bin";
in /usr/bin/epstopdf.
