Consider:

# pwd
/home/ernie/temp
# cdebootstrap sid sid ftp://ftp.de.debian.org/debian
[...]
# cat /proc/mounts
[...]
tmpfs /home/ernie/temp/sid/lib/init/rw tmpfs rw,nosuid 0 0
# chroot sid
# dpkg -s sysvinit | grep ^Version
Version: 2.86.ds1-33

This is the latest version in Debian, and there doesn't seem to be an
upstream fix.

I guess you meant something else, e.g. #391115, #390339?
