I've got exactly the same problem. I've got the same version of Evolution and my locale is fi_FI.UTF-8 too.
I figured out that if I manually enter time in format HH:MM, Evolution accepts it. The format Evolution itself proposes for time (and the correct format for this locale) is HH.MM. Entering the times manually is annoying.
