As I explained in my first answer, the point is:
if hurd does not use
the netbase package then its replacement too should create inetd.conf.
So, what happened to netbase on hurd systems?
netbase is still in use on Hurd, although the upgrade from 4.25 is
stopped due to depending on openbsd-inetd and it is missing. I assumed
that the missing inetd.conf was the problem. I will find out on Hurd
mailing list what is happening.
