It is hard to be sure, but most likely you did not upgrade your bacula-sd.conf file as is required for autochangers in switching from 1.38.11. As very clearly indicated in the Release Notes and the manual, Bacula 1.38.11 requires a new Autochanger resource in order to function correctly with Autochangers.
