When the logcheck and logcheck-database packages are installed at the same time (e.g. with apt-get install logcheck logcheck-database), the database files are created with the permissions 0640 and group ownership by logcheck. However, if the logcheck package is installed and then logcheck-database is installed later, the database files are created with the permissions 0640 and group ownership by root. As a result, logcheck running as the logcheck user is unable to read the files.
