No, due to following actions in debian/rules:

install:
        # snip
        mv debian/aptitude/usr/share/doc/aptitude/html debian/html-docs

binary-indep:
        # snip
        mv debian/html-docs/en 
debian/aptitude-doc-en/usr/share/doc/aptitude/html/
        # snip

HTML documents that are not explicitly packaged will be included by
neither the aptitude package nor the aptitude-doc-xx package; only
discarded.  I checked by re-packaging.

So, I'd like to make this change, and then wait for revelation of
God. :-)
