This behaviour of inhibiting the '--no-floppy' flag when creating device.map from scratch is clearly mentioned in the texinfo page
"15.1 Introduction to the grub shell". I have twice worked through the upstream source code, only to find that this phenomenon is due to the coding of the functions read_device_map and init_device_map in the file grub-0.97/util/device.map and nowhere else. The only true bug that came out of this is that there is no texinfo page for the builtin grub-shell function "dump", which is called by the script grub_install and thus should be documented. I will probably work through the code once more, but there seem to be little reason to tamper with this code, so #282063 should possibly be removed as a misconception (or feature!). All the more so, since the code effectuating this behaviour is ONLY run when device.map is unreadable or lacking. Can this bug report be moved to the wish-list?
