In up-to-date unstable, using en_US.UTF-8 locale, I can input "語" in scim-pinyin with no problem with a fresh ~/.scim configuration directory. If you can input "語" then there should be no problem to input "語言", although scim-pinyin's phrase input doesn't work well at all for traditional Chinese, which means you probably have to choose one character at a time.
