After running sa-update, the rules are not in effect, unless the
user manually added an include for the updates_spamassassin_org.cf
file to local.cf. This is not documented.

I suggest that you add an empty /var/lib/spamassassin/sa-update.cf
file to the package and include it from the default rules. Then,
have sa-update.cf properly rewrite the file after updates.
