The last few lines say:-

Both /etc/apt/listchanges.conf and listchanges.conf.new exist, 
listchanges.conf reads:-

[apt]
frontend=pager
email_address=david
confirm=1
save_seen=/var/lib/apt/listchanges.db
which=both

and listchanges.conf.new reads:-

[apt]
frontend=pager
email_address=david
confirm=1
save_seen=/var/lib/apt/listchanges.db
which=both
[apt]
frontend=pager
email_address=root
confirm=0
save_seen=/var/lib/apt/listchanges.db
which=both
