I guess that Steve though he did commit the file to his....cvs (or SVN) but forgot to "cvs add" it. Then he added the changelog entry but, when he built the package, the file was not checked out from the CVS. Re-opening the bug. Clytie, please update the attached file as the templates have been changed in the meantime.
