It's historic that fsck prints the version and date; it goes back to the BSD 4.x days. That being said, I agree it does look a tiny bit odd, and no other program prints its version number. However, due to another (more recent) historic freak accident, the checkfs.sh and checkroot.sh init scripts do not belong to e2fsprogs package (although arguably they should), but rather to the initscripts package.
