Boost 1.33.1-7 was uploaded two weeks ago [1] which could build against libicu36-dev, but the first build [2] failed on powerpc since unstable/powerpc didn't have libicu36-dev installable [3] at the time.
However, the package is still marked as 'building' [4] from that failed build, while I believe it should have gone to 'dep-wait', which is probably why it hasn't been retried since... You could possibly go chase voltaire's administrator to see what's up with that... Or hope the boost maintainer does instead.
