At least some of my problems seem to have been from a bad entry in the
conf file.  I had
squeak          http:box2.squeakfoundation.org/files/debian
which I have since corrected to (was missing //)
squeak          http://box2.squeakfoundation.org/files/debian

That server is currently unreachable.  Before the correction, not only
did import fail, but efforts to download produced

apt-proxy-import.

The reaction to the malformed URI may be a separate issue from the
others.
