This bug makes the dev package fairly useless since all you can do is
static linking (meaning that you can't, for instance, build other shared
libraries or Perl modules against it), and given Policy 8.4, I believe it
should be release-critical.

Upgrading accordingly.

Gopal, if there's any way that I can help out with this bug, let me know;
I'm happy to contribute.  The old libcfitsio-dev package does have this
symlink.  The link isn't being created because in the cfitsio3 source
package, you have a file named libcfitsio-dev.links that creates that
symlink but the name of the package being built is libcfitsio3-dev.  Just
renaming that file should solve the problem.
