For instance when I pin apt-listbugs, I get "Newly installation package 'apt-listbugs' ignored". I get the same message when pinning xserver-xorg, however pinning tar gives me "tar pinned by adding Pin preferences in /etc/apt/preferences. You need to restart apt to enable".
