When I run packagesearch I get the error indicated in the subject, and
a similar message in a pop-up as the program starts (it says debtags
will be unavailable).

This looks a lot like 355625, and may be the same problem (though that
was marked as fixed in 2.1).  By "same problem" I mean not the problem
of crashing when debtags was absent (which is what the change comment
indicates was fixed), but the problem of crashing when the debtags was
present.  I am *not* getting a crash, but I'm also not getting the use
of debtags.

I have debtags installed and reran debtags update.  The indicated file
is not in the indicated directory.
