The window whose title bar contains "FileViewer" for some reason is
not the same as the windows created with View->Viewer.  If the user
closes the "FileViewer" window, then it is possible to create at most
one window with View->Viewer.  If the FileViewer window is not closed,
then it is possible to create many additional viewer windows.
